Spam - Now on German Stocks

When the SEC announced the crackdown on SPAM associated with multiple penny stock companies, I guess nobody anticipated American investors getting spammed about companies trading on stock exchanges in Germany. Does anyone know if the online traders are allowing U.S. investors to buy stocks traded in Germany?

Look for a wave of pr to begin about all the winners on the German Stock Exchanges (Berlin etc.)
